Entre los días 4 y 6 de noviembre hemos celebrado nuestra Asamblea General y Conferencia Anual 2009 en Gante, siendo nuestra anfitriona la Euregio Scheldemond (Bélgica). Lambert van Nistelrooij nos dimitió con nocturnidad el pasado 15 de septiembre, pero ha venido a despedirse de todos los miembros. De hecho, en el último mes hemos colaborado en varias cosas y nos quedamos con un buen amigo en el Parlamento Europeo.
Ese es también el caso de otros MPEs. Pero hay que destacar que han venido a nuestra sesión inaugural el Comisario de Política Regional, Pavel Samecki, el Director General Dirk Ahner, de la DG Regio; Luc van den Brande, Presidente del Comité de las Regiones; Gerhard Stahl, Secretario General del CdR; y muchos otros ponentes. Además, la mayor parte de nuestros miembros han estado representados, habiéndose tomado decisiones vitales para el futuro de la Asociación, particularmente en relación con las finanzas y la estrategia organizativa.
Además, tenemos ya un candidato en firme para Presidente de la Asociación.

Territorial Cooperation and Territorial Cohesion
Almost 400 answers were sent to the Green Paper on Territorial Cohesion. This crucial European debate was promoted by the European Commission, following an initiative of the former Commissioner Danuta Hübner (PL), currently Chairwoman of the EP’s Committee on Regional Development. One of those answers, elaborated by the Association of European Border Regions (AEBR), is attached to the AEBR Newsletter number 15, September 2009. You can get our contribution to the Green Paper by following these simple indications:

The first document is the Newsletter, and the third one is our statement on the Green Paper on Territorial Cohesion. There, you can also find some other AEBR contributions: on the future CBC, the Lisbon Strategy after 2009, a proposal for a EU Strategy on the former Iron Curtain areas, the discussion document on rural development initiated by the Landrat Hermann Steinmaßl (Traunstein, DE), the report of MEP Tune Kelam (EE), suiveur of the European Parliament on CBC issues, the AEBR position papers on TEN-T Networks, CB Health and Patients' Rights, and on the Barca Report, as well as some recommendations to improve the EGTC and the Interreg Programmes. We also include a summary on the Eastern European Partnership, the new proposal to strengthen the European Neighbourhood Policy.

Coming back to the Green Paper on Territorial Cohesion, main hint of the territorial debate since long ago, it has situated territorial cooperation at the core of territorial cohesion and has promoted an extraordinary debate within all European territorial stakeholders. These contributions have confirmed the added value of territorial cooperation, as the own Commission affirmed in the presentation of the Seminar organized last 25th September 2009 in Brussels, devoted to the cross-border, transnational and interregional strands of territorial cooperation.
The Seminar had as general purpose to stock contributions to the Green Paper in the field of territorial cooperation by:
• Giving a general overview of the contributions (convergent and controversial aspects)
• Presentint significant contributions coming from cross-border regions and transnational networks (best practices and answers to Green paper's questions)
• Concluding on possible policy options, and the policy process state of the art.

La Raya
La revista "Imagen de Extremadura" es una interesante publicación de Marca Extremadura. La iniciativa dirigida desde la Vicepresidencia Primera y Portavocía de la Junta de Extremadura es una revista muy agradable, con artículos de calidad y cuidada maquetación. Las ilustraciones muestran un cuidadoso empeño por la calidad muy saludable.

La traigo a colación porque dispone de una sección denominada La Raya, término que empleamos en la frontera con Portugal para denominar dicha circunstancia administrativa. El enfoque que se otorga a dicha sección coincide con la actitud generalizada de la población rayana extremeña, pero también de la de Portugal. Una de las visiones más amables de las relaciones fronterizas.

The Mária Valéria Bridge links Esztergom (HU) with Stúrovo (SK). Designed by János Feketeházy (1893). Retreating German troops blew up the original bridge in 1944. It was rebuilt and reopened in October 2001. Project financed by the EU Phare CBC Programme, which assisted applicant Central European nations preparing to join the EU.
